Yep, most of the time it is like this. I mean, I could ignore it if the tortilla chips are flavored or at least salted if the toppings are all gone but to have it unflavored, which majority of the chips under the toppings are, is just kind of disappointing. This is why I am always hesitant if I should shell out money if I'll buy nachos in a restaurant or bar lol.
