How this men's bathroom is designed and supposed to work

Lmfao this is how it would be if people use it. I mean, why did they put that one on the side walls? Looks like they either did it for fun or someone just got tired of the job and just randomly placed it there. They could have just left that one as a space instead if it can't fit in proper spot.
