Surprisingly, the cops in GTA 3 and GTA: Vice City were not stupid. The cops in GTA: San Andreas and GTA 4 were really dumb though. They can't seem to arrest you without falling in the water or on the ground. Cops in GTA 5 on the other hand seem to just shoot on sight instead of apprehending the suspect, lol.
