Step 1 cleans the contacts. Step 2 dries the IP and gets rid of any stray bits of cotton from your swab. 3 would be replaced with "Hold the cartridge down extra hard and then let it up really slowly" for those of us that had the old NES that had the springs that slowly went bad that hold the cart in place.
