This is a blue ringed octopus. It's has a poisonous venom it can inject. The way it will inject the venom is almost painless, too, so you probably won't even notice it. In general, if you see a brightly colored creature, perhaps it's best to just leave it alone and not touch it. Would probably keep you safe.
