One will be burned for the Lord, but the other will carry their iniquity and wander in the wilderness where Azazel awaits. When he has made an atonement for the sanctuary, the tent of meeting, and the altar, he will offer up the live goat. Aaron will lay his hands on the head of the live goat, and confess over it all the iniquities of the children of Israel, and all their transgressions, whatsoever their sins, and he will put them on the head of the goat, and he will send him away in the wilderness by the hand of his attendant. The goat will go into the wilderness, bearing all their iniquities upon it. He will send the goat away in the wilderness. (Leviticus 16:20-22)
